Position Summary:

This position performs complex research for the DOC and works with cross-divisional staff to report statistics related to PIOC and client populations, program performance indicators, and policy impact analysis. This position is also responsible for independently designing, conducting and coordinating research and evaluation of department-wide policies, correctional programs, and initiatives. To carry out the responsibilities of the position, the incumbent applies advanced statistical analysis to large, complex datasets; uses statistical software packages for data manipulation; applies advanced research and evaluation theory, design and methodology; interprets results and prepares written and oral reports. This position performs statistical research that supports department-wide policy analysis, planning, and program evaluation in the context of promoting ongoing data-driven decision making at an organizational level.

Job Details:

Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without DOC sponsorship) at the time of application. The Department of Corrections will conduct criminal background checks on applicants prior to selection to determine whether the circumstances of any conviction may be related to the job being filled. Upon hire, all new DOC employees are subject to fingerprinting.

The Department of Corrections may conduct pre-employment drug screens. Any applicant who is offered employment in a position which requires a pre-employment drug screen must pass the screen as a contingency to employment. Applicants who fail or refuse the drug screen will not be given further consideration for employment.

Qualifications:

Minimally qualified applicants will have experience:
• Designing and conducting evaluations of programs, practices and/or policies.
• Working with large datasets, primarily through statistical analysis software such as SPSS, Stata, SAS, or R.
• Developing reports to communicate complex data analyses and provide relevant recommendations.

In addition to the above, well qualified applicants will have experience:
• Performing complex data analyses such as propensity score matching, population forecasting, regression analyses, etc.
• Reviewing and analyzing the work of others such as coworkers, peers, etc.

Salary:

The starting pay is between $54,787 and $90,396 per year, plus excellent benefits. Pay on appointment may vary according to the applicable pay transaction provisions of the compensation plan and Wisconsin Administrative Code. The pay schedule/range is 08-03. A 12-month probationary period is required.
